Building designs will need to demonstrate compliance with these new minimum standards.

As part of the effort to reduce greenhouse gas emissions, mandatory energy efficiency measures were introduced to the BCA Volume One for Class 5-9 buildings (commercial buildings such as offices, shops, cafes, theatres and more) on 1 May 2006. (Actual implementation date varies from state to state). Building designs will need to demonstrate compliance with these new minimum standards which broadly include:

Building fabric – minimum levels of insulation, either from added insulation or from the inherent thermal properties of the building fabric.

External glazing – required to achieve minimum thermal performance (heat conduction and solar radiation). Glazing calculators are available at www.abcb.gov.au to assist designers with compliance.

Building sealing – sealing measures to restrict the flow of air into and out of the building.

Hot water supply – insulation to control the loss of heat from hot water systems and storage water heaters.

Air conditioning and ventilation systems – insulation on air conditioning ductwork and heating and cooling piping; restrictions to ensure efficient operation including de-activating room conditioners when the room is not occupied; thermostatic temperature controls; outside air cycle restrictions; car park ventilation control; and restrictions on energy consumption of fans and pumps and on mixing hot and cold air to provide temperature control.

Lighting and electric power – individual and accessible control of lighting, limit on the area served by a switch or control device, limitations on the power used within a building by lighting systems.

Maintenance – allowance and inclusion of maintenance processes to maintain effectiveness of energy efficiency provisions to a building.
