In July 2010, Michael Gove stopped the existing schools capital programme, Building Schools for the Future (BSF), and tasked Sebastian James, Group Operations Director of DSG International plc, with heading a schools capital review, which became known as the James Review.

The review was tasked with setting out a clear way forward for prudent capital investment in education through 2015, to flexibly target schools in the worst condition, cut red tape and tackle urgent demand from rising birth rates.
