Infrastructure to process this residual waste is needed alongside efforts to increase recycling levels and waste prevention. Only a combination of these activities will allow the UK to meet its obligations in relation to Municipal Solid Waste (MSW) under the Landfill Directive.
Taking account of the derogations available to the UK, the targets to reduce the amount of MSW sent to landfill are:
- 75% of the 1995 figure by 2010
- 50% of the 1995 figure by 2013
- 35% of the 1995 figure by 2020
In order to meet the Landfill directive targets, it is expected that £5-6bn of capital expenditure will be required. To meet the 2020 diversion targets, it is projected that a further £4-5bn of capital expenditure is required.
